Why no exodus? Because Jaiku isn't Twitter--Twitter got certain things right that none of the other micro-blogging platforms have copied yet. The fact that people haven't left Twitter is a strong indicator of this fact.
The only thing I see that Twitter has that Jaiku doesn't is a US SMS shortcode. Jaiku seems to offer much more in every other regard. What are some of the features that you feel are unique to Twitter that make it the definitive micro-blogging site?
Disclaimer: I'm not a user of Twitter. I only follow a few people over there, and usually via RSS for that, since I see no added value when I actually go to their web site.
The lack of a US shortcode is the biggest thing I see holding people back from Jaiku. I've venture to say that most of the entries I see on Twitter are submitted via SMS. Granted, Jaiku has a bunch of options for mobile users with 'smart' handsets, but for the 'average joe' mobile user, SMS is still probably what they are most familiar with. After all, the 'average joe' usually has the bare-bones freebie handset they got with their contract....
sms should make things more interesting as it's light weight and quick compared to the m. site which works well, but you need a solid handset to really deal.
The thing I wonder, though, is how the business model really works for these sites. Both Twitter and Jaiku say they are funded by advertising. Yet most people probably never see the advertising, because they use SMS, an IM-bot, or other third-party client that goes through their API. I think I read somewhere in an interview with the Twitter folk that they were surprised at how many people are using the API exclusively to access their service.
Also, I wonder how many of the people that do visit these sites via the web use things like NoScript and AdBlock Plus to filter the adverts and such out. (I do.) This, I would guess, is probably a much smaller percentage of the user base. Most people I know just use IE and are oblivious to the fact that things like NoScript and AB+ even exist.
So in Twitter's threading model, if someone replies in a thread that you've replied, but is not in your 'follow' list, you don't see their comments? I guess I prefer the fact that once I've posted into a thread on Jaiku, that all posts into that thread come into my overview page regardless of 'follow' status. It makes it easier to follow the train of thought in the thread.
Other than that, I'm not sure I see how there is a difference. A user's overview page on Jaiku will only show items posted by people they are following (or into channels they are following).

Wouldn't it be easier to report when Twitter is actually up? :)

Honestly, though, for all the downtime they have, I'm surprised they haven't seen an exodus of their users to other micro-blogging sites like Jaiku...

think plenty of people end up on the sites of both. I often click from IM to view a thread or open a large comment from Juhu to the web as well.
On twitter I use Twitterific and only check my /replies page on occasion.

are you running a block? There's a GMaps ad on the top right of this page....

@CAW, the SMS shortcode is not the big deal. Not being able to be bothered by people you don't opt-in to "follow" is the key.
